91ºÚÁÏ Frances Elliot

Frances has been a trustee of 91ºÚÁÏ since December 2020.
Frances started her medical career as a GP in Methil, Fife and had roles in child health and in the Local Medical Committee during that time. She became Medical Director in the Primary Care Trust in 1997 and had a short spell as the Chief Executive before it was merged into Fife Health Board in 2004. At that time Frances became the Medical Director of Fife Health Board with executive lead roles for Clinical Governance, Patient Safety and Research & Development.
In 2009 Frances was appointed as Chief Executive NHS Quality Improvement Scotland (NHS QIS). This Scottish national health board was responsible for quality, and patient safety and was the parent body for the Scottish Intercollegiate Guidelines Network (SIGN) and the Scottish Health Technologies Group. NHS QIS became Healthcare Improvement Scotland in 2010 and took on the additional role of healthcare quality inspections.
In February 2013 Frances became Deputy Chief Medical Officer in Scottish Government which was a new role in the Chief Medical Officer’s Directorate to increase the role of primary care; support the integration of health and social care; support the work on improving the way unscheduled and emergency care is delivered in Scotland in line with the Scottish Government’s 20:20 vision. She led on developing Scottish Government’s policy approach to support adults with multi-morbidity.
At the end of 2014 Frances returned to the role of Medical Director in NHS Fife and retired from that role in 2019. Short spells of cover for the Director of Research & Development and his deputy followed.
From April 2020 to May 2022 Frances was a member of the Independent Review Panel for NHS Highland set up to oversee the implementation of their Healing Process for the numerous staff members who were affected by harassment and bullying in the organisation.
During this time, Frances had a short spell acting as Executive Director of 91ºÚÁÏ from November 2019-December 2020 and helped shape the organisation’s governance and policies.
In November 2024, Frances was appointed as the Chair of BSLM.
